When Tom Klinge was working as a tyre fitter he suffered from work
related injuries. Tom is personally committed to gaining higher
OHS for all tyre serviceman. In 1986 and 1987 Tom spear headed
projects 'Priority One' and 'Tyre Servicemen Traineeship' under the then prime minister of Australia,
Mr. Bob Hawke.
Tom Klinge himself received little to no formal training and knew this was
not good enough.
If we don't as an industry ensure the OHS well being of tyre servicemen
then we cannot expect to attract good people into the future.
Klinge & Co’s Tyre Fitting Training Programs were written to
compliment the organisation’s existing products and to help tyre
servicemen globally to safely combat the OHS hazards associated with the tyre fitting
process.
Now stand-alone products themselves, the tyre fitting training portfolio delivers
invaluable learning outcomes and is sourced by some of the worlds leading tyre management, mining, construction, transport and tyre manufacturing
organisations.
We are a nationally recognised Registered Training Organisation.
Training has been conducted in the main, devoid of a targeted approach
and without a certification attachment or set of competency standards to
adhere to. Few tyre servicemen have the opportunity to access Nationally
Recognised Training Programs. In light of this, Occupational Health and
Safety (OH&S) has long been of high concern for Tyre Servicemen, their
families, and the organisation's for which they work.

There are 2 competency standards that cover earthmover tyre maintenance in the mining industry:
Covers the technical skills and safety procedures required for the removal and fitting of wheel/rim assemblies in the resource industry. It includes:
- planning and preparing for work
- assessing the risk in wheel/rim assembly
- removing wheel/rim assemblies
- inspecting wheel/rim assemblies
- fasteners and fitting wheel/rim assemblies
Covers the technical skills and safety procedures required for the removal, repair and refitting of tyres and tubes resource industry. It Includes:
- planning and preparing for work; the controlling of risk
- removal of tyres and/ or tubes from wheel/rim assemblies
- inspection of wheel/ rim assembly components prior to assembly
- fitting of tyre and/or tube to wheel/rim assemblies
- inflation and/ or addition of ballast
- inspect tyres, tubes and wheels and rims
- carry out a minor tube and tyre repair

Gaining a competency rating (Statement of Attainment) for these units requires candidates to demonstrate safe, correct procedures and techniques for the efficient and effective removal, fitting and adjusting of wheels, tyres & rims in compliance with the site’s HSE (Health, Safety & Environment) management system and relevant Mining and Australian Standards. |

The training outcomes that candidates need to achieve and demonstrate include but are not limited to:
- 1. Raising and supporting vehicle safely
- 2. Removing and replacing wheels, tyres & rims without damage or injury to personnel, tools or equipment.

All Klinge courses are customised to suit the mobile equipment used on site and will cover both loose and vertical (on-vehicle) demounting and re-fitment of tyres/rims. The Trainer/Assessor will train, observe, coach, provide feedback and assess the candidates as they complete their tyre, wheel/rim assembly maintenance activities. Upon successful completion of the course, the candidates will be issued with a Nationally recognised Statement of Attainment. |

All candidates and/or clients will be recruited in an ethical and responsible manner and consistent with the requirements of the National Training Package. Additionally, qualified staff will assess the extent to which the applicant is likely to achieve the stated competency standards and learning outcomes of the course, based on their qualifications and experience.

Under national recognition, as a registered training organisation, Klinge must accept the credentials issued by another registered training organisation based in any State/Territory of Australia. The credential may be a Statement of Attainment for specific units of competencies or it may be a complete qualification such as a certificate or diploma. Klinge & Co has the right to check and verify the organisation’s status and the authenticity of credentials supplied. Candidates can apply for cross credit transfer by request during the enrolment process.

The candidates are nominated by our clients (mining companies) to attend each course Klinge delivers. Klinge does not influence or participate at any time in the selection process. Each candidate must complete an Enrolment Form that includes any specific needs and literacy / numeracy assistance. At the commencement of each course, the briefing session will identify if any further specific requirements are required for individuals undertaking the course and appropriate support services will be provided.

Considerable one-on-one support is provided by our trainers / assessors during the training and assessment process. Please note that individual guidance and tutorial support services are available for candidates on a fee-for-service basis with a private coach.

The objective of the Recognition of Prior Learning (RPL) is to ensure that an individual’s prior learning achieved through formal and informal training, work experience of other life experiences is appropriately recognised. Our aim is:
- To ensure that RPL is an integral part of the assessment of each candidate’s eligibility for a competency / qualification.
- To ensure equitable access by individuals to the RPL process.
- To ensure that the RPL process incorporates valid, authentic, current and reliable evidence measures that fairly assess competencies held.
- To enable cost savings to clients’ including a more streamlined pathway to certification.

Mining Companies (Organisations)
The competency based training and assessment courses conducted by Klinge & Co stems from our tyre management consulting & service provision to mining clients. We deliver our programs on an individual organisation basis with the delivery and assessment strategy customized to each client’s requirements. The ‘enrolment’ procedure onto our programs is initiated on an enterprise level.
Once a written proposal is approved and sanctioned by a client, Klinge issues a Confirmation of Services Authorisation Form that the client must sign and return. The second stage requires the issuance of their purchase order, from which a Klinge & Co tax invoice is raised and dispatched and is paid after the completion of the course and after the Statements of Attainment has been issued to successful candidates. Since this process does not provide the payment of any fees in advance before the training / assessment is completed, the need for a refund policy is redundant in this context.

Course information and vocational outcomes are provided on our web site, in preliminary email correspondence and phone discussions before customising a prospective course, and in the candidates training materials.

Candidates are encouraged to firstly approach their trainer or assessor to discuss any problems they are experiencing and/or to express any concerns they have related to the training program or assessment procedure. If the trainer or assessor has concerns they should approach the candidate in a similar manner to discuss the issue. At all times the intention ought to be to produce positive outcomes satisfactory to all parties.
In the event that no satisfactory outcome is achieved through discussion with the trainer/assessor, candidates should contact the Group Training Manager on (07) 3839 3077 to advise that there is an unresolved issue. This same procedure also applies to trainers and assessors who are experiencing unresolved issues with candidates.
The matter will then be taken up by the Group Training Manager who will address the issues raised as quickly as possible in order to maintain an effective working relationship between all stakeholders. In the event that a suitable outcome is not reached, the relevant DET Regional Office will be contacted and/or the Training Ombudsman will be engaged to mediate a mutually beneficial outcome for all parties.

Candidates that do not concur with an assessment decision have the right to appeal. All appeals will be handled as expeditiously as possible. A candidate seeking to appeal against the results of an assessment has the following avenues of appeal:
- An informal approach should be made to the instructor / trainer / assessor not later than 7 days after the results have been notified to the candidate. It is the responsibility of the candidate to re-submit any further negotiated assessment evidence or project work to their trainer / assessor.
- If the candidate is dissatisfied with the subsequent decision of the trainer / assessor, they have a further right of appeal to the Group Training Manager within 14 days. This appeal needs to be in writing. The appeal will be reviewed at the weekly Training meeting by an internal review panel and a resolution effected to the satisfaction of both parties.
- If the matter is still not resolved from the candidate’s viewpoint, they will be advised that they may take their grievance through external avenues such as DET, Training Ombudsman, the Anti-discrimination Board, Consumer Affairs or other external bodies as appropriate.

Our aim at Klinge is to ensure that the language, literacy and numeracy demands of our training and assessment materials, activities, tools and resources will not be greater than those required in the actual workplace. The following initiatives are available to identify the LL&N skills of participants prior to undertaking a course thereby enabling us to support individual LL&N needs during the training program by providing flexible adjustments and strategies for your training and assessment program.

Steps:
- The enrolment form completed before course commencement advises participants / clients to request LL&N support or specific needs if required.
- The Candidate Assessment Plan that is completed in the pre-assessment interview advises participants / clients to request LL&N support or specific needs if required.
- The Group Training Manager confirms all training course arrangements via telephone prior to commencement date with the client supervisor, superintendent or manager that has approved the program. The LL&N skills of the candidates are always part of the agenda with options for flexible learning and assessment support.
- Klinge Initial Assessment of LL&N competence is gained from three sources:
- A. The individual’s capacity to complete the course Enrolment Form.
- B. Discussion in pre course briefing session.
- C. Feedback from candidate’s Supervisor before course commencement.

Klinge does not provide welfare and guidance services except as a formal consultancy service to client organisations. Requests for assistance in this area are referred back to the candidate’s manager or organisation or to the Salvation Army Office.
